Do servers share one "Character Name" list for the whole realm?

If so, can this post please be flagged. I want to delete my character in Icecrown and re-use the name... Reason for this, and also why I cant just delete the character myself.. is a 40 minute login queue... I would like to play now on Lord with this characters name... but I cant access it for around 30 minutes? Please help.

*EDIT - the server is saying 180 minute wait time... Please help :( 3 hours just to be able to play, or delete a champion... thats insane...

Realms do not share anything. If you delete that character the name becomes free only on that realm.

So the Realms share nothing? I have a champ on Icecrown I cant access (******ed long queue), and its not letting me use that name on Lord, which Ive never had the issue of someone using that same name... maybe its a coincidence, but it seems like me having that name used on Icecrown is permitting me to re-use the name on Lord (the character isnt deleted, name still being used, I just want that name, different server).

My assumption is that what you are telling me, in sense, is that if that name is unavailable, it is being used on THAT SPECIFIC realm?

Yes, if that name is not available then someone has already taken it on that realm. I have the same name on both realms.
