    You need to have atleast 1000 unique achievement points(if you have 1 achievment on 2+ chars it will count only for 1 point) on your account.Good luck!

    As was stated above, warmane has a system that only lets people collect the equivalent of vote points once their in game character(s) has a total of 1000 unique achievement points. Its their way of "rewarding" committed players.
    The amount of points that can be collected is directly proportional to your account rank
