I think I am speaking for the majority of the server on this issue. Cooldowns should be reset at the start of every duel, there's no reason why we need to wait 3 minutes, or in some cases (like rogue's prep) 5 minutes, between every single duel.
If you are worried about people abusing this feature to reset cds in world-pvp why not make a duel-zone?Maybe even make a portal for both factions, It would be great being able to duel the other 50% population of the server.

Well obviously there are countless solutions, but I am not a programmer so I don't know what is doable and what's not.
Off the top of my head you could:
-Limit the number of ghouls each dk can summon.
-Immediately execute the current ghouls when casting Army of the dead.
- execute the ghouls when the duel ends.
-Make a one minute cd, which is at least better then the current situation.
and so on and so on, honestly that's a really minor problem that I am sure your talented team of programmers can overcome.
Arena tournament had that exact same feature, so just implement the solution you used back then.
It's not nearly as minor as you make it out to be. The issue isn't just a single spell. I chose that particular spell as an example to illustrate the greater issue. Changing just one spell isn't a big issue, sure. But when you take into consideration the number of spells, items, etc. that could be used to abuse this are very large in number. If you wish for the suggestion to go through, you need to convince us that the pros outweigh the cons.

Nevermind that we used to have this feature on our PvP realms in the past, and that it was disabled due to the large variety of problems it caused.
What about big defensive cooldowns like Ice block, cold snap, shield wall, might of ursoc etc? Few cooldowns reset wont hurt anything, but. But.
Important spells with big cds are just few per class. Trinkets and such items have ~1 minute icd and they shouldn't be resetted. 1 minute is nothing compared to 5 just to jump into the next duel

I really don't see how it can be abused "in many ways" when you make it area restricted with a few adjustments to spells like Army of the dead, can you elaborate?
Blizz servers basically have the same feature- people can que to "practice" 2 v 2 and then leave with all the CDS back. It hasn't caused them any major issues.
Other then that, the pros are immense, you could make a survey and see for yourself that about 95% of the population agree that it is necessary.
I have talked to a lot of people in-game and they all agree that waiting 3m after every single duel is just frustrating and tiring.
What happens during city raids when everyone can reset their cooldowns outside? This is good on a tournament realm but not on one that has an active world outside of dueling zones.

Make a "dueling master" NPC that stands outside SW/Org and makes the area around him a duel zone, during a raid he will be an important objective, because when you kill him he will respawn only after 10 minutes, and as long as he is dead the dueling area is disabled(which means cds won't reset)
Ofc they should make him pretty tanky that the opposite faction wouldn't be able to just kill him casually.

Little gain? Maybe for you, but a lot of us love dueling and don't want to spend half the time standing around and waiting.
Hell the only reason me and my friend are playing the game is duels, and I know many more players that are the same.
You need to understand the this is not a blizzard server where there's ton of content and things to do end-game, this is a private server
with lots of bugs and content that doesn't work, that means some changes have to be made in order to compensate for that.
This was suggested before, more than once, and denied each and every time. Nothing has changed that I'm aware of.
As Mercy and others point out, it's easily abusable if done casually, and too much effort for custom content catering to a niche of a niche if done carefully.
