Technical Unable to run MoP 5.4.8

I downloaded the standard package and not the minimal version. It downloaded about 27GB and when I try to run it it gives me an error message "Data/enGB/wow-update-enGB-18273.MPQ: World of Warcraft can’t make a required change to an archive file. Be sure you have write permission for the World of Warcraft folder or try running the game in administrator mode. For more information, see: https://battle.net/support/article/6910" even though I'm running the game as administrator. This was on a Win7, and when I tried to run it on a Win10 it just doesn't do anything.

remove read-only protection from wow folder


if problem persist delete cache and wtf folders then try again client will auto-generate config.wtf with proper locales etc inside
