hello i recentlly got that trinket http://www.wowhead.com/item=102305/thoks-tail-tip

unfortunately , the haste part does not seem to be working . It increases your haste value but it does not increase your overall % haste and it does not affect spells and abilities where it should.

So , what i wanted to know is whether upgrading it fixes the problem or not ? anbody knows?
