add links over a picture

I know its possible, but don't know how. I tried numerous sites and nothing helped. I want to add a link over a picture. Don't get mixed up on what i'm trying to do. I do not want to make a picture a link, I want to add a text link over a picture. The picture will be the background and the text is over the background.

I have never seen a sort of position: relative like with BBCODE, and HTML tags are disabled.
