Its so frustrating at times when the population is lowering , late EU nights , but the BGs ques keep popping , only to find 2-3 afkers in a 10v10 map.
So i suggest some changes to make the pvp scene more healtier and get rid of the pesky afk leechers.
- Reduce the req reports depending on map type. AV should need 6+ reports , WSG should need 3 , or make it dynamic , depending on number of ppl already on map .
- Reduce the second debuff timer , make it 30 sec , 1.30 min in total should be enugh time to engange in pvp.
- Strip Honor from the deserter once he was reported and left BG , just not beign able to que for 15 mins is not really an punishment. Either increase that duration or remove them some honor. IF honor was already used , make it so the next X portin is absorbed , not gained.

I think for every bg only one report should be needed.
If it turns out the report wasn't accurate the reported player can easily go engage in pvp combat in less than 2 minutes.
Buffing a friendly player or doing certain actions (like buffing yourself, summoning your pet, mount up...) could extend the time limit until you are kicked. Things like mounting up and down would only work once so you can't spam that to be constantly increasing the kicking time limit.
Other than this, moving and casting/using spells/abilities should also increase this time limit (so that rogues for example don't get punished just for attempting to ambush someone or healers healing [so actually healing not overhealing] someone not in combat).
Only pvp'ing (meaning damaging/cc'ing etc enemies or healing friendly players in combat with enemies) or completing objectives (defending/capping flags, piloting vehicles) would remove that kick debuff.
For Alterac Valley this time limit should be longer so that the player actually has time to go engage in pvp.
For Arathi Basin where you can go a few minutes with no pvp if your defending a base, make the debuff time a lot bigger if the player is near one of the flags, then simply moving a bit or casting some spells would increase the time, so it doesn't punish those who are defending.
And all of the above would only work if a player gets reported by one other player (just need one). You can't report someone already reported (would make no difference) and reporting would have a cooldown.
Then again all of this might be a bit not straightforward enough to implement or players comprehend the rules properly.
Having extremely negative experiences with this type of people lately, especially on alliance.
1 - there's a lot of them
2 - they make you lose the game, hard
3 - people who actually play stop caring and start afk-ing too, they don't help remove those people from the bg
