I was going to write /who "my friends name" and accidentally wrote his name wrong. So I tried doing it again, but it didn't work. But I noticed that after about 5 minutes it worked. Is this intentional?

It is intentional (for reasons), as far as I know the easiest way to bypass it is to log out and log back in.
Oh, okay. May I ask what the reasons would be ? I really don't see a point in adding a delay.
I'm not the one you should be asking, I have my own opinion, but it isn't the official answer.

I believe it was because it was capable to be used to spam too much requests into the server and thus lag them because of it. At least that's the one I heard last time.
