Battered Hilt Quest Line

Part of the quest called A Suitable Disguise which when you finished the cleaning part with Shandy Glossgleam he will drop the "Borrowed Tabard" which i should get but OTHER people can loot it too which seem to be very annoying when there's tons of people waiting in line which makes the quest very tedious tbh.


Is this a "FEATURE" even in retail? I dont remember this part tbh.
