Numerical Health values for enemies

is there a mod that allows you to see numerical health values?

I tried X-perl, Tiny ui, and Spartan UI and such, But none of them show Enemy HP as a numerical value, They show it as a percentage. Is this an addon thing? or is it the limits/intention of the Burning Crusade Engine?
