Burning Crusade I can not do a free faction change from Horde to Alliance

Hello
I tried to do a free faction change from Horde to Alliance on my Horde Tauren Druid but it will not let me.

I selected the tabs above with the Horde I want to change and below under Faction Change the boxes say
Select character race and appearence:
Select Character:
I can not select anything in the drop down box and the error message says:
Select a character of the opposing faction to continue. I am unable to select anything in that box. Are there any restrictions for Faction change? Like you have to be a certain Level or time played?
