I donated 10$ to get the premium membership... I assume that is as much as needed. Wanted to do this for the instant level70 on outland server?
Is that correct or am I reading it wrong?

It's enough to get premium status but currently there is no way to get instant level 70 on Outland. And even if there will be, it will cost at least 20 coins per character.
