I've seen several people on swift spectral tiger mount (other faction, couldnt ask them)
where is it obtained in Outland?

I need one myself :)

You can buy it for 30 coins on the "Store"

It's quite easy actually, farm the mobs in eastern Netherstorm until 'The Book of Great Beast Taming™' is dropped (0.72% drop rate). That will grant you a quest to get to Northrend where you get the mount. Good luck!

lol Spectral is seriously only 30 coins? I'm okay with Zulian and Fiery Warhorse being 30 coins, but Spectral is too special, it should cost at least 100 coins.
