No characters listed under faction change?

To my knowledge the service from horde to alliance is still free, but when i try to perform the action no characters of mine are listed under the "Select Character" Option. Anyone know? Thanks

You have to make a level 1 Alliance Character then you will be able to see them under "Select Character" menu.
