When do you think we can a option to change class of our Npcs?
In other expasion here, we can change for example Npc Druid for Warrior same level for coins.

Some know when this options are activated in TBC Outland?

No, you can't change classes, and again, you never could, not even on retail.
If you mean Character Trading, the answer is still no. What you can do in Character Trading is buy or sell characters, nothing about direct trades of one character for another. You would have to sell a character of yours for coins, and then buy someone else's character for coins.
