Crafting recipes - Sold out on vendor

hi there i was wondering how long time it takes for recips to restock. ore is it only after a server restart ?
i was looking for the recipe to make primal might but not albe to fiend it in vendors only totaly overpriced at ah.

I have heard it is usually 15 mins, but can go up to 2hours if there is no server restart.
