Is it a bannable offense to use Programmable keyboard/AutoHotKey to spam 1 key while holding down that key?

No it's not allowed you need to release or press button everytime to cast something. But you can send many macros with just one key press/release. Like pressed send:
/cast kill command
/cast kill shot
If kc is on cd it will cast kill shot.
This needs third party program like isboxer or you can do this in autohotkey too.
