Burning Crusade Percentage Health Bars Stuck

Does anyone else have this issue? i have display percentages unchecked, my health shows as a number properly, as do party members, but my target displays only percentages.

Its driving me bonkers

All that option does is make it so party members show as numbers. Burning Crusade always had percentages in retail, the only way to get numbers was with add-ons that work with approximation, and we emulated that by having it disabled.
