Unable to sell character?

I have turned on the Two-factor authentication 4 days ago and tried to put a character for sale and got the following error message "You are not eligible to sell characters in the trading system."

Could you eloborate on what this error relates to, and how I can proceed?

You have to be a donor to use that as far as I'm aware.
