Garments of the Moon not working?

Before I go make a bug report, because it may be me who's messing up, but this quest appears to indeed be bugged. When I try to heal Sentinel Shaya all I do is heal myself (yes I have her targeted) and it's the correct level heal too (level 2)?
If this is bugged it's the second early quest Alliance side that's bugged, one of the ones for humans (the one involving killing diseased wolves) isn't working properly either.

Things done to try and fix it. Drop quest and reacquire (no luck). Drop quest, log out, shut down computer, reboot, open game, reacquire (no luck either).
