since its unclear if Race Change will be available at all (http://forum.warmane.com/showthread.php?t=362095), I wanted to ask if name change will be an option on outland.

If yes- any ETA?

You can apply the same answer for name change. It's in our plans to have this feature available on our website, but there is no ETA.
