Depends on which realm you're asking about. Icecrown has increased XP rates, you can buy gear on the store, all of the content is available. Lordaeron is 1x rates across the board, no gear on the store, and Ruby Sanctum has yet to be released (was progressive, but is nearing the end of this cycle).
is the increased xp rates for icecrown quests or just mobs? buying gear, oof =/. do people still run naxx on icecrown or like any guilds doing fresh progression?
Unless you host the runs yourself, you'll be having a hard time finding raids for Naxxramas or Ulduar. Some guilds tried to bring the progression aspect to Icecrown, but none of them - at least none that I'm aware of - got any further than posting the obligatory recruitment thread. Naxxramas just became obsolete with the release of Toc5/FoS/PoS and Ulduar takes too long with people that are low-geared or lack experience.
Like I said, if you host those runs yourself and you don't mind over-gearing the content, you'll be able to fill 10m raids with ease for both Naxxramas and Ulduar. People will join for the achievements, but don't expect them to stay if you for whatever reason don't cheese the content.
If you want to experience Naxx and Uld, you need to get into an endgame guild who will occasionally clear them for xmog scrolls or achievements. There's just no reason to have a sub-T9 progression guild when gearing up at or beyond T8 is highly viable for any newcomer. Pugs can do TOC 10n/10hc (most)/25n with ease and there's also Onyxia (245ilvl) as well as daily runs through the ICC dungs.
