WotLK Best place to report glitches?

Hi! I'm new to Warmane and I was wondering where the best place was to report slight glitches.
My second question is, do non-moving NPCs count as glitch? I've come across two groups of mobs so far in Ghostland that don't walk around like they usually do, but instead stand in place without pacing back and forth.
