Is Narain Soothfancy's Book to re-learn Leatherworking specialization Bugged on this server?

Bcuz ive unlearned 1 specialization for 100g and cant read the book in Tanaris, the book isnt even there and the quest cant be given by the new NPC that will give me my other specialization.

Anyone that have experienced this on this server? or any GM that can help me to sort this out?
