Yes it was implemented for 100 gold via site. The biggest con is that your account has been to offline for a short amount of time other than that it works all good.
Available via the warmane site (the one you're on!) in the "My Account" section, under the Services tab. Select Outland realm, your character, and in the last drop-down, "Dual Specialisation". The first time you do this, 100g will be deducted from that character's goldcount. There is no cost for subsequently switching back and forth (though I've had it reset some talented skills once, that I needed to re-purchase higer ranks for, I think that was a fluke, as it does not seem to happen now).
The stipulation is that it's not client-side, so you must log out of your character and off of your account ("Exit Game") and wait several seconds (30-45 seconds seems to do the trick) in order to activate your other spec. Minor hastle, but it does save the cost of constantly re-talenting via trainer.
