[ANSWERED] Neltharion char questions, plus site char trade questions

Hi...since Neltharion horde is dead and ppl are unable to raid there i wanna know if i can somehow transfer character to alliance without using vote points since its pointless for me to wait 40 years to get to alliance side to actually enjoy some content and do something other than bgs. Next question is how do i become eligible for character trade on warmane site? I have more questions but first I want those answered. Thank you in advance.
