Scroll of Deception

Apologies if this has been discussed previously, i don't usually peruse the forums so i would have missed the discussion.

Is there any possibility or thoughts to allow the scrolls of deception to be account bound?

I have 2 main toons i play, one has a number of scrolls i really don't need, toon is a Tauren. The other I can use and would like but appear to have a much lower drop rate on this toon.

What is the drop rate, if any1 can tell me and is there any plans on making the scrolls transferable between characters on the same account?

It has already been stated several times by the staff, nothing about scroll-mechanics is going to be changed. If u want scrolls on a specific toon u must play it. Or buy them in the Store via coins.

yea ok w/e about the mechanics, i guess u can call it a lack of luck. But not to be able to send the scrolls to other toons is just stupid. I know this has been mentioned but remains the same.

I guess i was hoping someone would say there is discussions account bound scrolls may be in the future.

i also have a Transmog question
if i Transmog Thori'dal, the Stars' Fury(http://wotlk.cavernoftime.com/item=34334)
i only get the apperance or i can also get the special arrow effects?
