Full on balance has a few setups that work in PVP. There are a lot more viable setup options for feral, resto, and restokin however.
Usually, but not always, a feral would be more appropriate in setups where balance druids work.
I don't know anything about PVE.
Balance can go up to a certain ladder in both PVE and PVP but not for high end game (arena or raids). That's where you have to "shift the balance" :D.
It's not very common to see a Feral druid in high Arena brackets but in PVE they might work (So does Boomkin).
Feral is amazing in arenas. Just need to run the right setups.

are all examples of tier 1 setups
Like I previously said, Ferals were viable up to a tier (maybe up to 1800 rating) but definitely not in Tier 1.
I don't know the reason behind your post but here in Outland [link: http://armory.warmane.com/ ] in top 50 Arena 2v2 teams there's not even a single feral.
Just because people aren't playing it doesn't mean it's not viable.
Spottman was just on a 2k 2v2 with 2 losses running feral/rogue and was 2272 (top 10) last season and you really think feral doesn't have tier 1 comps?

Maybe you're trying to suggest that people are intentionally not playing a viable spec? Not a single one in top 50 teams?
Where is spottman now with his double dps (Feral / Rogue) team in this season? Why he's not running the same comp again? Maybe because it's "not" viable?
Look, I don't have anything against ferals. I'm just giving a reference to "current" stats on the live server (not pulling any number from past fairy tales).
Your ignorance of the game is showing. Feral is not a popular spec. Spottman was just on a 2k 2s with 2 losses like I said, but as you can see if you'd take 10 seconds to armory him, he has been carrying multiple different rogues to 1850 weapons the past week.
Also, if you could read you would see that he was top 10 last season 2272 and has a video he released a couple threads from this one where he is beating the top players on the server.
Team has more losses than it had before, but here is one team that he got to 2k that only has 10 losses currently

Unless in your mind there are several level of "godtier" setups above tier 1 setups, feral are not part of tier 1 setup in TBC. You can quote your exemple as many time as you want, it wont change nothing. Those comp can definitivly be good ( when both of the players got nice stuff) , but tier 1 setup? Plz.

I have nothing against Spottman, he's good player and it's quite remarkable that he was able to get to 2,000 rating but does that make Ferals viable in Top Tier? Maybe you should ask Spottman himself. I'm sure he can clear your confusion. You can also ask him that while "frequently" playing Arena this season, why his "Tier 1" Comp isn't in top 50 yet?
If you "could" read then you'd see that the link you shared has a match history and in that match history, an average duration of his last 63 Arena fights is 1 Minute and 30 Seconds (1:30). If you believe that in Tier 1 Arena, fights only last for 1 and half Minute then jokes on all of us. In the match history, the only longest match he played was a 6 minutes fight vs Hunter + Druid (and that druid is Resto) and guess what? He lost that match.
Just accept the reality backed by facts and next time when you say " I don't know anything about PVE. ", maybe you want to add PVP in that sentence as-well.
You should stop you're embarrassing yourself. I'm not some PVE lord so i'm not going to talk about something I don't know about. So apparently top 10 isn't good enough for top tier in your world and a beating the rank 1 team isn't good enough for top tier. Makes sense.

Yes any of the comps you mentioned are not 2v2 Tier 1 setups in my world (i.e. the real world) that's why none of those comps are in top 50 this season. Ferals in general are not anywhere in 2v2 Tier 1 and a PVP lord like yourself should know it or stick to his PVE habits.
But almost every game from the rank 1 team is 1 minute?
