Read-Only Issue, Triyed everythig :/

Hi guys. I have this famous "read only" issue. İ tried everything on this forum and other forums.Things i tried:
1- I checked ownership and permissions on Win10
2- Move wow folder into different drive from C: and torrent directory
3- Uninstalled One Drive
4- I can change 3.3.5a folder's read-only tick bu t i can't Outland folder's one.

Need help badly..

Restart the computer and before starting any application, try to make that "Outland" folder read-able. It seems it's being used by some other program (antivirus maybe).

If that fails then try to make it readable in Safe Mode.

Also, for Outland, right click on WOW.exe and select Properties and from there check the option "Run as Administrator".
