tbc offers the tbc content in it's original state. wotlk offers it with all the wotlk additions such as any talent changes, dungeon/raid changes etc. same reason people play wotlk for wotlk content instead of playing cata for wotlk content.
In my opinion, I just prefer WotLK because it's what I first played as a kid, so I have a lot of fond memories, and I really don't have the time or commitment to get into vanilla/BC, every time I start I just get bored and quit. And yes, just like in nowadays WoW you can play dungeons/raids of any expansion prior, so you get BC without the huge grind-fest (+DK is sexy af)
It should be noted that the playstyles of many classes and specializations are sometimes radically different from expansion to expansion. Each expansion is a different play experience, regardless of the geographical location (instances, raids, quest zones).
It's a good question. And it's not about the "regional contents" that are obviously available in WOTLK. It's about balance in Classes and their abilities.
Let's say if you started playing WOW from the WOTLK expansion then TBC will not be fun for you. TBC's theme is not as fast paced as WOTLK and some of the new improved client options introduced in WOTLK are simply not available in TBC. It makes sense.
However, those who did play TBC (before WOTLK came) and then moved to WOTLK will know the little differences between these two expansions. WOTLK was (for some reason) made easy to attract more younger players. A popular belief is that TBC required more skill in both PVP and PVE (especially in PVP) as compared to WOTLK. In my personal opinion TBC's PVP is a-lot better than WOTLK's PVP (yes I've played WOTLK). But on the other hand, the PVE scene in WOTLK is much more superior as compared to TBC.
Another factor is nostalgia. Like I used to play TBC 8 years ago but I have a lot of memories and miss a lot of raids. Plus finding a "GOOD" TBC server is just a pure fortune.
Playing WOTLK and exploring TBC's content in it is not the same as playing original TBC. Because the gear available as quest rewards in "Northend" is simply superior to the gear some of TBC's top raids offered.
So tl:dr; it's not the "area" that makes TBC different than WOTLK, it's the quality of gameplay.
Super noob question here, and I am probably misunderstanding something key, and I am asking with genuine interest.
Why would people choose to play on a TBC server instead of the WotLK servers?
If I play on say Lordaeron (a WotLK server), do I not also get access to TBC content automatically? As obviously WotLK came out after TBC.

both are good and fun.WOTLK is kinda overplayed warmane(molten) run wotlk realms for over 7 years already,TBC on other side is kinda fresh since there was never huge server that was running this expansion so people wanna try it out.they are both very different and have their own pros and cons.
yes you get access to TBC content in WOTLK however its pointless to do it since you get items lv 70 from them and WOTLK if lv 80 content.
if you are new WOW player its better to start with TBC when you get bored of it move to WOTLK.its like a tv show you watch season 1 before season 2 :D
I have already selected WotLK (Lordaeron ) server as I was hoping to recreate the Blizzlike experience (e.g. 1x experience rates). So far it is going great! And being a 1x rate it is going to take me literally months to get to max lvl, so plenty of time to enjoy the content and progression along the way.
I am hoping I can do a fair amount of the TBC content along the journey.
