Phone Donations

First off, hello. I'd like to purchase premium status using a phone and I'm uncertain whether it will work from a pre-paid card or only off a subscription plan. Also, living in Easter Europe, I gotta ask if that's even possible at all (let's just imagine that I'm on Vodafone). If so, is it true that even the smallest amount of coins bought (I noticed I can even buy just one) is enough to grant the ability to skip queues? It used to be like that before the Molten "fiasco" a few years back, I'm just curious if it's the same nowadays after reading some other posts where it says the minimum is 10 euros (or was it dollars?) ...
