    Download it again.
    Put it on the different partition.
    Run as administrator.
    Try to check/uncheck read only.

    Are you using wotlk client with WoD/Legion character models? That can cause WoW error because it runs out of usable memory. Either get a regular wotlk client (called wotlk (old) on download page) or use this to increase the amount of memory available to Wow.exe.
