WotLK Arena season 4 offset

Arena season 4 offset should be sold by a npc in Lieutenant Rachel Vaccar in Champion's Hall (and horde counterparts) but it isnt, its arena season 1 offset thats being sold, is this intended or a mistake by server staff? Im playing on Icecrown.
