[ANSWERED]Medivh Ending TIme

Hello, I recently transferred my high level characters to Outland from Medivh before the merge. I realized I had my bank alt at level one and would not be able to transfer him. I have been leveling and only gotten to 16 so far today and need to be 19 to transfer. When is the last available time to do this? I have to work, but would like to finish the last three levels to be able to take my items over to Outland with me. Is there an alternative way to transfer my sub-19 lvl character?
