Instant max-level on Icecrown

How do I get instant max-level on Icecrown server? I created a char but he is 1lvl and on services I can't find LVL UP. Thanks.

You should be able to find. Make sure to filter to Icecrown and coins - 20 coins.

What does this mean - Coins to spend on in-game items (Not on Lordaeron), instant max-level (Not on Lordaeron or Outland), faction change, and other features through the website?

Should this be free or? I know Outland has instant max-level but you need to pay, I thought this one should be free then.
