hi im a horde 85 lvl shaman and i think iv accidentally deleted all abroad quest that gets you to panradia!!when i go the the zepelin in the sky only general nazgrim is there and he has no quest!!what cna i do now?

You don't need the quest because it's bugged.Go to Orgrimmar,The Valley of Honor.When you pass that bridge you will see a portal and some pandaren guys.Just go through the portal.You will arrive at Honeydew village.You won't have any quests there so go to Tian Monestary.

Same problem in 2018 and Tian Monastery is EMPTY. None there.

There is no quest npc and no fly in pandaria, I am level 85 and I can not level up, I have tried everything.

Hey, when you hand in the quest to General Nazgrim, you actually bug out, and Jade Forest will have no NPCs for you. Me and my friend did this and we had to level from 85 - 86 via Cataclysm, we picked Twilight Highlands (Do the Arena if you haven't, ask in Global (A lot of XP)).
It's been a bug for ages, and hasn't been fixed yet. So when you're levelling an alt, don't do that quest, just go straight to Pandaria via the portal, then you go to Tian Monastery. If you did hand in the quest, do your level 85 - 86 in Cataclysm zones, then you'll have to run all the way down to Valley of the Four Winds, then you can begin your Pandaria levelling!
