Edit: Raid Browser on wotlk gives that error message. It doesn't work and has never worked as far as I know.

Players make their groups without using Raid Browser. Raids work. Raid Browser feature doesn't. Most of them use global chat channel to make raids. Type this in chat to join it: /join global

While tbc, wotlk and parts of cata, you did the grps by yourself. Raid browser was attractive and used in mop and following addons (called lfr items)
