WotLK Average ilvl for normal and hc?

Hello,

For some odd reason despite having each slot filled with ilvl 200 and 187 items at a 206 average it won't let me queue into certain instances.
Am I doing something wrong, are there any resources or guidelines I can follow to correct my issue? Is my GM crafted item being lvl 72 the cause?

edit: After doing some research and talking to multiple people ingame it seems to be a bug?

edit: Well I feel dumb but after running a few of those instances several times and replacing some lower ilvl gear I have a better understanding of how everything works.
