Realms Server is full almost half of day.

Everytime i try to connecto to Icecrown server at 3 pm (spanish hour) or later, i have a 500+ players queue to enter in the server... About 1 hour of queue for start playing
Is it normal? Suggestion about expand the server limit population or open a new server with the same rates than Icecrown with a 1 week free character migration.
