Realms Name/Inactivity clean up

Hello, so I just came back to warmane from retail a little while ago and have noticed that a few of the names that I usually use/ would want to use have been taken, and have been set up in such a way that they are inactive but avoid inactivity clean ups. Case in point 2 of the names I wanted are being used by level 60ish dks with normal gear / and no new achievements in months. It seems fairly obvious to me that these characters were made to "reserve" the name and get around the low level inactivity clean up since they start at level 55. Anyways I was just wondering if you would take that into consideration when doing inactivity cleanups in the future.
