You can notice that you can mount a ground mount while being inside the water, at its surface.
That is not the case with flying mounts. So, I would like to suggest enabling it too. It would be extremely helpful. I am sure that if you have played enough you found yourself at some point in the middle of a lake and no way to quickly leave flying.
pretty sure that's a blizzard thing, not something warmane can easily change, or should change, really... you can get an elixir of water walking and mount flying then, or if you're a priest, shaman, dk... use your "not falling into water" skill and mount from there

You can't mount in water. If you jump, the mount icon will de-grey for a brief second, but still will not let you mount.
The only class who can mount off water is druid - because fly form is an instant cast. So, not quite sure what you are even talking about.

You can mount in water, ot atleast you count in Retail but I only remember that working in cata and later expansions.
As mentioned above, this was a blizzard thing, not a warmane thing. Blizzard never allowed mounting up on your flying mounts in BC or WOTLK. It wasn't until Cata that they changed it, so it's probably not going to happen here. Using a potion of water-walking is an option, of course, but priests (levitate), death knights (path of frost), druids (jump/flight form), and shamans (water-walk) all have ways of doing it without potions if you happen to play one of those classes.
