It's your action that is considered, not others' reactions.

I'm assuming you're a warrior tank, and you needed a shield with int or something. Warrior doesn't use intellect at all, so needing on an item with such stat is considered ninja. It's not an "upgrade" you want to get.
Intellect shield isn't fitting for a warrior tank, so you shouldn't have needed.
"Because there was no X/Y" isn't valid reason to need on it either.
