WotLK ELE Damage Loss. (Bosses resisting partial amounts of spell damage)

Hi all.

So recently I noticed on my elemental shaman that bosses (dungeon bosses, too) seem to be resisted a TON of my spell damage on both lightning and fire. I used a lava burst and it hit for 12k and my Mik's Scrolling Combat Text addon showed that 2,500 damage was resisted. I've tried different bosses and all get the same results. Onyxia, Toravon, the test dummy in Orgrimmar. All of them resist lightning/fire damage SOMETIMES. Seems to be completely random. Now I have 14% hit rating + elemental precision (3% hit rating talent points) totaling out to 17% (exact hit cap), so its clearly not a hit issue. Also have 58 spell penetration and it hasn't made a bit of difference. I'm not sure what the deal is but my dps is abysmal as a result of this.
Maybe the talent itself isn't active/working? I'm at a loss (for dps, too).

I've only just recently noticed it being a major problem, not sure how long this has been happening. Haven't noticed partial spell damage resists on my mage or any other character for that matter. I've scoured tons of forums/guides/etc and have come up with nothing.

Any ideas?

Bosses do have resistances which can't be overcome by any penetration or debuffs. It's level resistance and there's lots of info about it around the internet but this post seems very useful.
