Lordaeron Questions regarding Winter Veil Hats

Good day, I'm having trouble understanding how these Winter Hats drop, as I can't seem to find any of them.

I've been told to look for them in The Nexus, Ahn'Kahet and Oculus. Everyone is also telling me that they drop from random mobs, others tell me they drop from humanoids only.
The info I'm finding online seems outdated or not relevant to this server.


Please could you tell me the actual way these Hats drop?

I've found the one on my priest on a random mob in westfall. I believe HC telestra (oculus), jedoga (AK, yes, the boss everyone skips) and the second to last in oculus should all drop one.

Winter hats (both colours) can drop from literally any mob in the world during the Winter Veil event. Additionally, during the event, they are a guaranteed drop from:

Red: Grand Magus Telestra, Jedoga Shadowseeker
Green: Mage-Lord Urom

They drop from Normal dungeons too or just Heroic?
