Transfer from other server and french community

First of all, sorry for my english, it isn't my mother language.
I'm writing this text to ask you few questions that i didn't find on Q andA (srry maybe i didn't check enough).
Can you accept transfer account from other server and if yes,what will you change during the transfer ? If yes, what do you need to do the transfer and where can i do it ?
If not, is there a teamspeak or an official discord to speak with someone from staff ? It would help me to have answers very quickly than asking.
If not, i'll ask theses questions here: Is there a french community in one of these three servers ? (i saw 3 servers on tlk) and do you how can i find them ? I'll ask them my questions about the server
