WotLK Reporting a player for ninja looting?

Both the game master link and guideline links are dead. How do I report someone for ninja looting in random dungeon finder?

In-game ticket

Include:
Name of the player
Realm (if not reported via in-game ticket)
Time and Date
Evidence: album/pictures link
Brief info and description of the event

I don't have the Help icon that is typically used to submit tickets, because I am using ElvUI addon.
