WotLK Bound to account items

Hello I have a small question, I see a lot of people who have on them items Bound to account and they are leveling with the weapon/armor/shield, I heard I can take it from Dalaran but can someone explain much better? Like what NPC or at least the name of the NPC and how can I get one please?

There are Emblem vendors in your faction's hub in Dalaran. Emblems are earned when you're level 70+ through dungeons, raids etc. Heirloom (BoA) vendor is near the Emblem of Frost vendor.
