Question about relic items?

I am quite new here and I keep seeing lower level people with like these yellowish items? How do you get those? I thought you can't buy any equipment on Lordaeron

Those are heirloom items. They are for leveling alts as they scale with your level. They're bought for Emblems of Heroism or Wintergrasp's Stone Keeper Shards. Both of those currencies you can collect at level 80.

They are heirloom items for easier leveling, only chest+shoulder gives more xp, others are for pure damage.
Too bad the police against anime profile pictures aren't working here...

I don't see any rules forbidding anime pictures, if you don't like em that's your issue.
