Alchemy - Flask of the North? Is this in the game on Frostmourne?

Hi

I'm alchemy 450 and I don't have Flask of the North. I've gone to every Northrend trainer and none of them offer it. It's the one you can use in arena.

Anyone know how to get this recipe? Or if it's even in the game?
