Pandaria Which Forsaken quests /aren't/ bugged?

I've been quest grinding in and around the Undercity for the past three or so days to try and get the exalted rank so I can get a skeletal horse - I'm playing a Horde-aligned pandaren and really don't like the awkward waddle of the dragon turtle mount.

I'm less than 10k rep away from exalted and now every single quest I try to do is bugged out to some degree. I can't do any of the questlines in the hills or silverpine forest because the starting one just won't work for one reason or another.

So I'm asking if anyone knows what quests aren't bugged? I'm lvl 26 right now but I've been trying to clear out all the low level quests for rep too. It's hard to list all the quests I've already completed since It's a lot but I've done most the quests in the Tristfal Glades, and the Slude Field quests in the hills.

Why don't you donate cloth until you hit exalted?

I was told these quests aren’t in MoP and they got removed in Cataclysm. I couldn’t find the quartermaster so I assumed it was true
